Related to 286
The end time seems to have a default of 19, even if the scenario has been run for 50 or 100 years. In version 5, the end step looks to be one less year than the # of years the scenario has been run for. So a model run for 50 years would have an end of 49 in version 5 and an end of 19 in version 6. I have corrected for this when testing bug 286.
