Bug in policy search

Description

An error occurs if you run Ecosim before starting the policy search. The error message is:
"Ecosim error: the interface Ecosim Time Step handler through an error that was not handled"
This does not occur if you run the policy search first. It only occurs if you start up EwE from visual basic (ie when you are trying to write a plugin). It happens to Brian to, so it is not just something I am doing wrong with a plugin.
