Description

The Base year on the Ru parameters list on the Fishing policy search in Ecosim, should be an integer, not with three decimals (hello, anyone awake?) as it is now. Also make it clear if it should be listed as year from 1 or from eg 1950. I presume it counts from year 1, since the default value is 1.

Precision has been fixed after build 6.0.3.14
I think that the default range for this variable (which is now [0, 1000]) should be dynamically adjusted to fit the number of Ecosim years. Will have to talk to Joe B about this

ohh smart..you can even type in decimals and it rounds up or down depending...Nice!!
