Description
Ecosim Policy optim search form: move run and stop up to the other buttons at `run parameters' it will free up the bottom line, where it is difficult to find

Ok, sometimes I need to fix a trivial bug over all the hard ones, just to boost the statistics (and for an artificial sence of accomplishment) ;)
