Navigator cannot be reopened

Description
Closing all windows using Close All on the Windows menu causes the contents of the Navigator to be hidden. They can be recovered by clicking on the Navigator window.
However, if Close All is clicked again, then the Navigator contents disappear and they cannot be recovered without re-opening the model.
Verified that Close All no longer affects the Navigator. No clue when this got fixed though.
