External datasets slow to load

Description

Ecospace took very long (5 min) to load in the last days, and today it cannot start at all

The spatial data framework checks if files exist when loading a dataset. This is slow, and should move to the background indexing logic. Which needs improving, too.

As a work around, split external datasets between different config files

File presence is no longer checked when loading a data set; this task is now outsourced to the improved indexer
