Ecospace does not distribute effort for fleets that only discard

Description
To model the discards ban I have split a fleet into two: one fleet lands, the other only discards. The fleet that only discards is not fishing in Ecospace, but when I set a tiny landing (0.0000000001) the fleet suddenly becomes active in Ecospace.
