MPAs not applied correctly

Description

MPAs are not applied correctly in Ecospace. When I disable MPA 1, all MPAs disable.

The fleet regulation and configuration of MPA 1 are applied to all MPAs. This is a serious bug, which is an overhang from the overlapping MPA changes.
