Fishing Policy Search sometimes does not search

Description

From the ICES 2013 course:
Sometimes the fishing policy search (FPS) does not show variation.

As a work-around:

  • Reload the time series
  • Close the FPS form
  • Re-open it

We suspect that this is related to the behaviour found in ticket #1262

FPS form now updates to time series changes
