Monte Carlo seems to perturb values outside allowed limits

Sometimes I got values outside the range I set. For example, I set CV of EE of one group as 0.2 (range from 0.1-0.21) with its original value of EE is 0.15. However, from the output of MC runs, I notice I got EE from 0.04 to 0.98 with a mean of 0.16 and standard deviation of 0.18. I don't know how MC works on EE. I set 0.2 CV for P/B and Q/B for this group. As EE is estimated based on P/B, fishing and predation mortality (I have no BA or emigration). Once a new P/B is set, EE must be changed correspondingly, right? If EE is outside of the range (e.g. in my case, 0.1-0.21), the new P/B should be rejected and try another value again. That is the way it should work, I think.
Any parameter that is estimated by Ecopath is not perturbed by MC. As a solution estimated values should be blocked out in the MC interface
