Importing basemaps into Ecospace fails

Description

Apart from maybe one time, importing basemap data from csv files into Ecospace has failed with unhandled exception errors.
Also, when pasting the un-importable data into an exisitng primary production basemap the blank cells were being translated as -9999 (where there had been data before which I wanted to ignore).

This logic is set to be replaced with proper reading logic using spatial data tools for a next release

Fixed, but may occur again when we keep messing with this. So far so good, but will keep ticket on hold
