Shape sketch pads X-axis label placements are incorrect

Description

The forcing functions and time series sketch pads do not place labels exactly where they should be; this is not obvious when displaying a large number of data points but it becomes clear when drawing shapes with only a limited number of data points that is not a convenient multiple of 5.

In this case, the logic rounds the last year label down, and thus shows wrong values along the entire axis.
