MPA optimizations is missing editors for map layers

Description

Importance layers and depth map are editable from the MPA optimizations Map Input tab. However, there are no editors displayed; the depth map thus only draws land, MPA map only sets MPA 1, etc.

The data can still be edited from the layer data grid
