Apply FF to PP is not working in Beta 6.2

The option apply FF to primary producer is not working in the EwE beta (here). I have used it, changed the shape and the SS does not change.

Test progress so far:

• If ran on an imported model such as Georgia Strait it works: this model has FF 4 assigned to PP phytoplankton. Run Ecosim shows oscillations
• Removal of this PP assignment also removes the oscillations in Run Ecosim
• Now, the interesting bit: if FF 4 is reassigned to this PP the oscillations do not return, even when the model is reloaded from the database.

It looks like a database error.

Removed distinction between forcing application types SearchRate? and ProdRate?, which internally boiled down to the same thing. This distinction caused applied FF to stop working.
