FIB is exported to CSV as null in Ecosim Network analysis under indexes with PPR option

Description

In the Ecosim Network Analysis, the FIB value is exported OK in svn, however, it is exported as null when indexes are saved to csv with PPR. Indexes without PPR is not affected. The proposed fix is to change the case number assigned to FIB in cResultsWriter.vb; i.e. changing from 27 to 28 under GetIndicesWithPPRData function. The patch is attached to do the proposed fix.
