Fishing Policy Search form is throwing an Exception when it loads then completing the load without a proper initialization

Description

This is new behaviour.

Open the Fishing Policy search form some of the controls will be populated correctly. If you set the dev enviro to Break on all exception it will break during the load.

Default value for BaseYear? was -9999 this caused the form to throw an exception when loaded the base year into its controls.
