User settings do not stick on Win7 and Vista

On Windows 7 and Vista machines the settings file cannot be written.

Symptoms of this issue are an empty recent file list and 'download new plugins' checkbox that keeps getting unchecked.

The EwE6 settings file traditionally resided in the same folder as the EwE6 executable. Changes in access rights since Windows Vista prohibit programs from writing to files in program directories.
