Cannot import CSV time series when file is already open in Excel

Description

To reproduce:

  • Open a time series CSV in Excel
  • Try to open this file in the time series import interface

The preview screen will stay empty (no error message, oops)

Fixed 28 Aug 09; CSV file now opened with shared access.
