fishing effort related

Description

When I reset fishing effort from Ecosim it gets reset from the fishing effort figures but then when I go to Ecosim run and I run it, the fishing effort it is still applied to the model. It looks like it is not properly reset. If I reset it in the Ecosim run panel then it does reset it.

Both 'Reset All' options now follow the same code path. Fixed after builds May 17, 09
