Fishing rate shape not updated correctly

Description
when then moving between the fishing rate on the the ecosim run form and the fishing rate on the ecosim input forms the fishing rates are different. Way different, probably shows different runs of the policy search, or one is not updated somehow.

Tested in 6.0.3.10:
- Load a model
- Open Ecosim > Input > Fishing effort > Fishing rate
- Open Ecosim > Output > Run Ecosim
- In the dock panel layout, drag the two forms so you can see them both at the same time
- In both forms, select the same shape
- Draw in the shape window on either form
The same shape in the other form will update the moment the mouse is released. Tests OK

I fixed a crash related to how the Fishing policy search updates fishing rate shapes. Now Fishing rate shapes in both Ecosim forms update correctly.
Fix available after build 6.0.3.10.
Tested in 6.0.3.10:
- Load a model
- Open both Sim > Fishing rate and Sim > Run Ecosim as described in note 672
- Open Sim > Tools > Fishing Policy search
- Run the search
On both forms the shapes update equally. Forms seem to be in sync again.

Please test whether forcing shapes displayed on both the Fishing rate form and the Run Ecosim form can run out of sync, possibly related to running Fishing Policy searches.
Maybe there is a specific type of policy search that causes this? I have not been able to find any more issues after the fix that will be available after build 6.0.3.10
