Description

The fishing rate sketchpad stops drawing while the graph is re-sizing - makes it hard to draw a continually increasing series as you keep losing chunks while the resizing happens

Yes, we know this, I don't think we will fix this in this phase!

Resizing now only happens when the user releases the mouse. This alleviates the user experience of doodling forcing shapes to heights previously never experienced! Oh, I do hope this note is never read; it really is too sad.
