Apply shape dialog should show selected effect when row or col are clicked

Description

When clicking a row or a column in the Ecosim apply forcing grids, users should be able to apply the same forcing function to the entire selected row or column. This does not work in 6.6 Beta

Spoke too soon. When a row or column is selected the tool simply does not show the current selected function and effect. This could be changed; perhaps if the entire dataset shows the same data for the same effect, the UI could show this
