The start page fails to display the EwE start page well

The Start Page WebBrowser control uses Internet Explorer, which is perpetually stuck in IE7 rendering mode unless told otherwise. This cannot be achieved through code; a registry tweak is needed (see https://msdn.microsoft.com/en-us/library/ee330730(v=vs.85).aspx).

The proper code has been added to the install script
