Layer import/export too restrictive

Description

The option to import/export layer data using CSV files, available from the main Ecospace menu, Ecospace maps, and spatial optimizations interface, limits its view to only selected layers when possible. This is needlessly restricting.

The interface should be widened to allow import of all editable, and export of all, layers currently shown in a map
