Remove obsolete time series prompt

Description

When importing a time series with annual values, it will, if there's any forcing functions come and ask if one wants to import as monthly values. I've said no to that a few hundred times, but the question shouldn't be asked if there's year in the time series. Only when we may be importing monthly data.

The code will not ask if the First year in time series CSV file >= 1900
