Paste in 'Define ...' grids does not work well

Grid clipboard paste does not work in the "Define .." interfaces that try to prohibit duplicate names.

The problem occurred when pasting in cells that contained names that were restricted to be unique, such is the case in the interfaces Define Fleets, Groups, Habitats, Regions and MPAs.

The grid was programmed to reject existing names. This is changed to allowing duplicate names on edit/clipboard paste, but instead the user is prompted to use duplicate names if they are found.
