Not clear how to set water/land cells in Ecospace

From ICES course:
depth button - one can set this to turn habitats into land, but also need to be able to turn land into habitats

You can't draw habitats on land cells because cells are not water, but land cells (and water cells) can be drawn anywhere thus affecting how all layers are drawn. Not sure if this should be changed, but the change should be not too hard

Vily: When reclicking a land cell it should be changed to the given habitat type. We may have to set the depth to, e.g., 1. Now it is very difficult for a user to find out how to get rid of land.

I have added a dedicated depth editor control, and moved the layer editor interface to the top of the layers panel
