New Ecospace base map is all land

Description

Ecospace, when making a new basemap, it has depth=0 as default. Very confusing that everything is land, and not even clear how to turn it into water.

New map did not receive defaults for all required cells in the database. This caused the initial database map with water cells not to be saved properly.
