On the interface change the Base year input field to accepting integers only (it has 3 decimals now).
Also, when a baseyear has been entered, then block with black all years up to and including the baseyear. Now it just block the base year.

Ok just a note
This is working fine, but when you change the base year, say from 0 to 2, the cells do not become blacked out until you hit the search button.

If you are okay with this then send to admin, if you want to fix and have me re-check then send back. I am not sure if this is important, just thought I would let you know :-)

It should work so that cells prior to the start year should be black at all times, and should not be blocked so that the user cannot draw on them. Joe H, can you take care of this?

Fixed after 6.0.3.19
Modified FPS blocks validation to <= base year in cCore. Now one cannot modify the core.

Note: we intentionally did not change the drawing when the user modifies the base year. Only happens when focus is lost.
