When loading a scenario

Description
Currently, if there are no scenarios, it will default to the Load scenario tab. This doesn't quite make sense coz you can't load nothing. So have to manually click create to create something.
This may be intentional where users will start thinking, oh no, how do I load scenarios. But I think defaulting to Create when empty will be handy for users.

version 6.0.3.7 this is still an issue

Hmm, maybe the fix did not make it to the build. It is fine in the dev version, please test after build 6.0.3.7.
The intended solution is:
When selecting 'Load scenario' (for either sim, space or tracer) the opening Scenario dialog should automatically switch to the 'Create' tab in case there are no scenarios present.
Implemented after build 6.0.3.6
