Fishing policy search-> multiple runs shoud have random F's

If you choose to run the policy search for more than 1 time, you have to click the initialize using random F's or else the default is to start with the ecopath parameters. If you leave this as the default then you get the exact same answer every time.
For example if I run a model 4 times with the ecopath base F as my starting, I will get the same conversion 4 times, instead of 4 different answers. (not very useful).
Perhaps this should be automatic, if you want to run more than once then the default is to start with random F's (as in version 5)
