Need clear control over Ecospace capacity calculations

EwE 6.5 allows users to configure how Ecospace will calculate habitat capacity: from habitats, from environmental drivers, or both. How this system uses the underlying capacity input maps is unclear. This needs improving

The UI has been modified as follows:

• Group capacity: check, per group, whether habitat or env. responses are to be used

Capacity, per group, is calculated from these settings as follows:

• Capacity is always set from Capacity input maps
• If Habitat is to be used, capacity is modified by total habitat usage per cell
• If env drivers are to be used, capacity is modified by the total env responses, per cell

Capacity driven from external data, per group, is incorporated as follows:

• Computed capacity is overwritten by external data

This perhaps needs a change in the UI, where the Group Capacity row is disabled when an external driver is present
