When pressing F1, plug-ins be able to direct the user to help text independent of the EwE manual

Added a IHelpPlugin template, that exposes two fields: URL and Topic. The Topic serves to direct a user to given help page, the URL serves to direct to a URL if not the EwE manual. If directing to a PDF, both fields must contain the same value (for now). Hey, at least it's something.

Hooked up the value chain and the multi-sim plug-in to their help texts
